MARTIN W. CHOW, ESQ.

Martin W. Chow graduated from Rutgers University School of Law, Newark, New Jersey and obtained his Juris Doctor (J.D.), in 1983. He was awarded a Reginald Heber Smith Fellowship in poverty law. Thereafter, Mr. Chow completed his Masters in Business Administration (M.B.A.) from Baruch College, Graduate School of Business Administration, CUNY, in Finance and Investments, in 1985. Mr. Chow obtained a Bachelor of Arts (B.A.) in Economics from The City College in New York, in 1978. Mr. Chow is admitted to practice law in the state and federal courts of New York, including the Southern and Eastern Districts of New York, and in the state and federal courts of New Jersey. Mr. Chow is bilingual in Mandarin and English and speaks Cantonese and Spanish.

WORKING EXPERIENCE

In December 2001, Mr. Chow established a private law practice in New York's Chinatown, located in the CITIC Bank Building, 11 East Broadway, 11th Floor New York, N.Y. Prior to opening this office, Mr. Chow had been associated with the Law Offices of Richard Yoon, primarily serving the Korean community in New York in commercial litigation and bankruptcy matters.

From 1999 to 2000, Mr. Chow was a Trial Attorney with the Office of the United States Trustee, U.S. Department of Justice where he was responsible for supervising corporate Chapter 11 bankruptcy reorganizations in the U.S. Bankruptcy courts for the Southern and Eastern Districts of New York.

Prior to joining the U.S. Trustees Office, Mr. Chow was in private practice with the Porges Law Firm in New York where he served the Chinese community in a variety of matters including immigration defense, political asylum and litigation matters.

From July 1990 to October 1994, Mr. Chow was a Regional Attorney (Bankruptcy and Workouts section) with the Federal Deposit Insurance Corporation (FDIC) in New York City. His duties included advising on major corporate and banking restructurings and reorganizations, mergers and acquisitions of financial institutions and commercial litigation throughout the Northeast United States. As a Regional Attorney in the FDIC's Northeast Regional Office, Mr. Chow also provided legal advice pertaining to loan workouts and syndications, participation agreements, private placements, derivatives, letters of credit, indemnifications, chapter 7 and 11 bankruptcy proceedings and litigation matters of major commercial assets. He also structured, negotiated and documented recapitalizations of major credit facilities, including the sale of commercial real estate mortgages, office buildings, strip malls, hotels, resorts and other credits in various industries. He has experience in bank mergers and acquisitions, including conducting contingent liability and due diligence analyses of large commercial banks acquired by the FDIC, involving multi-billions of dollars in assets.

From 1987 to 1990, Mr. Chow served as an in-house staff attorney with the Municipal Credit Union, a New York financial institution, with assets of $250 million. Mr. Chow concentrated on consumer collections and bankruptcy litigation, general corporate and banking law.

From 1985 to 1987, Mr. Chow was an associate in private practice with Miller & Platt, in Paterson, NJ and specialized in commercial collections litigation and bankruptcy matters.

Mr. Chow is active in community affairs, and is a member of the Asian American Bar Association of New York, and the Asian Pacific American Lawyers Association of New Jersey. Mr. Chow is also a member of the Commercial Law League of America and the American Lawyers Quarterly.
